[ARCHIVED] Community Development Block Grant Action Plan 2nd Public Hearing

Community Development

The City of Texas City Community Development Department (CDD) is the administrative agency for the U.S. Department of Housing and Urban Development (HUD)’s Community Development Block Grant (CDBG) Program. This program is intended to support the goals of providing a suitable living environment, decent affordable housing, and expanding economic opportunities for low- to moderate-income persons.

Each year the City of Texas City must submit an annual Action Plan to HUD, reporting on how that year’s funding allocation for the CDBG Entitlement grant will be able to achieve the goals outlined in the Five-Year Consolidated Plan. 

Community Development staff will gather input from citizens and consultations to prepare the draft Action Plan.  There shall be two public hearings to receive citizen input on the community needs, including funding allocations. Community Development staff will gather public input and statistical data to prepare the draft Action Plan.  

The draft Action Plan will be available for 30 days for public comment after reasonable notice (at least 2 weeks) to the public is given. 

The Community Development staff will be given the opportunity to make recommendations to the Mayor, City Commission, and the Community Development Director. 

When approved by the Mayor and City Commission, the Action Plan will be submitted to HUD.

The next Public Hearing will be held at the City Commission meeting at City Hall, 1801 9th Ave. N, Texas City, TX on the following day:

  • 2nd Public Hearing will be on Wednesday, July 19, 2023 at 5:00 p.m.

The draft Annual Action Plan draft will be available from July 7, 2023 to August 5, 2023.  Copies will be available at the Community Development Department at 928 5th Ave. N, Moore Public Library at 1701 9th Ave. N, and City Hall at 1801 9th Ave. N, Texas City during normal business hours.  It will also be available via the City’s website at on the Community Development Department page.

All citizens, non-profit organizations and other interested parties are invited to attend and provide input and comments. Written comments should be forwarded to the address provided below.
