Patrol Division

The patrol division makes up the majority of our police department and has the most moving parts. The patrol division is under the command of Captain Manuel Johnson and is made up of four platoons with fifty sworn Patrol Officers. The four platoons are supervised by four Lieutenants and eight Sergeants. Patrol Officers make the initial field contact with the general public. They thoroughly investigate crimes against people and property by gathering information, conducting field interviews and collecting physical evidence when necessary. In between investigations, they proactively deter criminal activity by actively patrolling all parts of Texas City.

Most officers are cross trained in multiple ancillary duties in addition to their patrol duties. The ancillary duties are as follows;

Captain Manuel Johnson is from the nearby community of Friendswood and is a graduate of Clear Brook High School (Class of 2003). Captain Manuel Johnson’s public service career began in 2003 at the Harris County Toll Road Authority.  Captain Manuel Johnson simultaneously attended a yearlong police academy at Alvin Community College from 2005 to 2006.

Captain Manuel Johnson began serving the citizens of Texas City in 2006 when he became a reserve police officer for Texas City Police Department. In 2007, Captain Manuel Johnson became a full-time, dedicated Texas City police officer and began seeking as much training and experience as he could.  Captain Manuel Johnson chose to make Texas City his permanent home and raise a family here.  In 2008, Captain Manuel Johnson was awarded evening shift officer of the year, a milestone he is proud of accomplishing so early in his career.

From there, Captain Manuel Johnson worked in various assignments, including Narcotics, Vice & Undercover, Internal Affairs, Sex Offender Registry, Sexual Assault & Family Violence Investigator, Gang Intelligence, Patrol and Recruitment. Due to his various assignments, Captain Manuel Johnson accepted many opportunities to become certified and trained in various areas. Some of his certifications and special trainings include Narcotic Interdiction, Crash Reconstruction, graduation from Memphis P.D. Advanced Undercover Operations, deputized U.S.M.S. Violent Fugitive Task Force, deputized F.B.I. Safe Streets Task Force, Advanced Gang Investigator and instructor, Active Shooter & Immediate Response Training and Developing Leaders for Texas Law Enforcement. Captain Manuel Johnson also completed the F.B.I. Leadership Trilogy, F.B.I. Public Information Officer, and became a certified Master Peace Officer.

Captain Manuel Johnson used his years of training and experience to take on leadership roles within Texas City Police Department to help his fellow officers through leading by example. Captain Manuel Johnson became; a Corporal and Field Training Officer in 2012, a Sergeant in 2015 and Lieutenant in 2018.  In 2018, Captain Manuel Johnson was awarded the medal of valor by Police Chief Joe Stanton.

Throughout his years of service, he has also taken on leadership roles in other forms such as Gang Intelligence Coordinator, Chairman of Risk Analysis, and Chief Financial Officer in charge of the department’s annual $16 million budget. Captain Manuel Johnson also assists the district attorney’s office with expert gang testimony and teaches the citizen’s police academy.

Captain Manuel Johnson has worked through and supervised a number of critical incidents to include three major hurricanes, two major ice storms, two officer involved shootings and an extremely tragic school shooting.  Captain Manuel Johnson has also led and monitored large scale incidents at a command level for refineries, traffic and construction areas, and planned events like Mardi Gras, Lone Star Motorcycle Rally, and events on the Texas City Dike.

In 2023, Captain Manuel Johnson promoted to the rank of Captain and is assigned as the Patrol Commander. In this capacity he oversees the patrol division, traffic enforcement division, commercial vehicle enforcement, and the crisis negotiation team.  Captain Manuel Johnson looks forward to continuing to serve Texas City in his newest position and is proud to continue raising his family in the community.
