Administrative description
The Administrative Captain is responsible for overseeing all civilian employees and four sworn officers. The Administrative Captain is also responsible for overseeing the operations of the following divisions:
- Animal Control
- Jail operations
- Records Division
- Telecommunications Division
- Training Division
- Technology and Data Processing
The Administrative Captain handles purchasing and budgeting duties, including the preparation of the Texas City Police Department's annual budget.

Captain Clayton Pope has been in Law Enforcement for 21 years. Captain Clayton Pope began his career with the Galveston Police Department in January 2002 before finding his way to Texas City in April 2006. Captain Clay Pope has served many roles within the department over the years, such as Accident Reconstructionist, Field Training Officer, and the Code Enforcement Division.
After promoting to Captain, he served a year as the Patrol Commander before being assigned to the Administrative Captain. He is currently the Department’s Financial Officer and SWAT Commander, having previously served as an operator and sniper on the SWAT team.
Captain Pope holds a Master Peace Officer certification and has attended over 3,500 hours of training as a Law Enforcement Officer, including the F.B.I. Law Enforcement Development Association (LEEDA) “Trilogy Leadership Program.”

John Broussard began his career in 1985. He was hired on with the Texas City Police Department in January 1993. He graduated from Texas City High School, attended the police academy at College of the Mainland, then went right to work in law enforcement. John holds a Master Peace Officer Certificate with the state as well as certificates for Instructor and Crime Prevention Inspector. John was also a Field Training Officer while assigned to patrol.
Current duties include dispatch supervisor, systems administrator for the department’s Computer Aided Dispatch system, Records Management system, as well as other assorted software used by the department. John assists with purchasing, building maintenance, technology, and other tasks to assist in keeping things running at the police department. He is also a member of the City of Texas City Safety Committee and TCPD Risk Analysis Board.

Officer de la Garza started his career with the Texas City Police Department in 2006 after working for the Galveston County Sheriff’s Office for a short time. Officer de la Garza is currently assigned as the Administrative Liaison and Public Relations officer. Officer de la Garza currently oversees the day-to-day jail operations and its employees, Sex offender registration and compliance investigations, livestock permits, wrecker and taxi permits, and amusement machine permits and compliance. In addition to those duties, Officer de la Garza handles all media relations and is currently the department's Mainland Community Crime Stoppers coordinator.
Officer de la Garza holds a master peace officer certification with the Texas Commission on Law Enforcement. During his tenure with the Texas City Police Department, Officer de la Garza has been a member of the Texas City Police Department’s Gang Unit, Hostage Negotiations Team, Honor Guard, and Field Training Officer. He was also a member of the Narcotic Field Investigative Team.

Timothy Herd retired from the United States Army, where he completed several combat tours and was awarded two Meritorious Service Medals and The Bronze Star Medal. He is trained in and has operated on High Value Target Acquisition Teams, Critical Site Protection Teams, Personal Security Details, and as a Personal Security Officer. He has also led Foreign National Police Training Teams and has been an Advisor to Foreign National Police Departments.
Timothy Herd began his law enforcement career in 1997. He has been employed by the Texas City Police department since 2007, where he currently serves as the Public Relations Officer and Recruitment Coordinator.
He was awarded a Master Peace Officer Certification in 2014 and has served the Texas City Police Department as the Citizen Police Academy Alumni Association Liaison, Explorer Advisor, Site Security Assessment Officer, and Public Information Officer.

Officer Melissa Schanzer began her career as an Emergency Telecommunicator in the Dispatch in 2011 with the Texas City Police Department.
Officer Melissa Schanzer has served in the Patrol division, is currently working in the Administrative Division, and is currently assigned as the Training Coordinator of the Texas City Law Enforcement Training Academy and the Grant Administrator for the Department. Melissa Schanzer holds an Advanced Peace Officer License and serves on the risk analysis board.
